What sales tax is required for out of state customers?

My question is, for a retail store which sells legal medical instruments (the required licenses are, I guess, another issue) to a customer outside Canada/US (for example, France or Armenia), do the customer need to pay any tax? Or in other words, does the company need to calculate any sales tax for them?

Add it to the purchase price.
